As part of the collaboration with the State of Niger, in coordination with the Ministry of Petroleum and the Directorate General of Hydrocarbons (DGH), Roger Beaumont, under a Baldenco contratual agreement, has contributed to several initiatives to enhance governance tools for Production Sharing Contracts (PSCs) and Operational Joint Venture Agreements (JOAs) related to Niger's oil projects.
Baldenco has provided its expertise to:
Improve the monitoring and management of development and production projects associated with the main PSC signed with CNPC and other active oil and gas projects in Niger.
Propose recommendations for optimizing the evaluation, development, and production activities of CNPC (operator of the GRAND AEE Agadem oil production project) as well as other oil operators in Niger.
More specifically, Baldenco has positively contributed to:
Establishing technical committees in support of the Association Committees (in accordance with JOA) and the Management Committees (in accordance with PSC).
Setting up specific technical sub-committees and associated workshops for Finance / Drilling and WO / Production and Surface Installation / Reserves and Crude Oil Quality / G&G).
Urgently implementing and optimizing an Integrated Management Reporting Plan for "GRAND AEE Major Projects" to provide DGH Management and Directors with a comprehensive overview of project progresses.
Establishing a Project Management Unit within the DGH, prioritizing coordination with CNPC Niger to improve the monitoring and management of GRAND AEE projects, and exploring optimization opportunities for ongoing production operations and major AEE development projects.
Assisting in the implementation of the AFE (Expenditure Authorization) procedure, including reviews and recommendations for each AFE exceeding $250K.
Supporting the implementation of the "Cash-Call for Funds" procedure and assisting DGH to review and challenge associated documents.
Aiding in strengthening the operator's long-term vision and strategy (3 to 5 years) for GRAND AEE and other assets in Niger, if applicable.
Helping the DGH reach an agreement with CNPC Niger on a strategy and commercial plan for exporting Meleck oil blend from Niger.
For example, Baldenco's contributions in 2023 helped towards a possible optimization of the total amount of AFEs submitted, reducing the amount by approximately $100 million. Beyond potential savings for the State, the analyses, advice, and recommendations provided by BALDENCO served as a powerful tool for detailed reviews of production and development operations, ensuring efficiency and cost optimization as committed to State by the operator.

Roger Beaumont is a seasoned General Manager with over 20 years of experience in the oil exploration and production sector, specializing in mature and marginal assets. His expertise encompasses the establishment and organization of subsidiaries and head offices, as well as the optimization of operational structures and philosophies. Roger is committed to fostering sustained growth and delivering continuous added value in both onshore and offshore oil fields.
Mr. Beaumont holds an Engineering Diploma from SUPELEC (Electricity High School). After earning his degree in 1992, he joined CGG, a geophysical services company.
Roger's career in the oil industry began in 1994 with CGG, where he managed onshore seismic crews in various countries including Nigeria, Holland, Indonesia, Singapore, Thailand, and Bangladesh and working on seismic acquisition projects (3D Land and Transition Zone).
He later transitioned to the onshore/offshore E&P industry, holding operational and general management positions at Perenco and SINOPEC/SIPC.
From 2000 to 2011, Roger worked with Perenco, progressing from Field Offshore Manager and Operation Manager in Cameroon to General Manager of Perenco DRC and Perenco Turkey/Kurdistan. In 2009, he was appointed Corporate HSE Manager for the PERENCO Group in Paris.
In August 2011, Roger joined Addax Petroleum during the acquisition of Shell's assets in Cameroon. As General Manager of Addax Petroleum/SINOPEC Cameroon, he led the transition team during the SPA process. As President & General Manager of Addax Petroleum Cameroon Company SA (APCC) and General Manager for APCL, he oversaw business affairs for both legal entities, maintained relations with government institutions, and managed industry partnerships. Roger led a multicultural team of up to 10 senior managers and a total company headcount of 250 to 300, including 130 permanent staff (up to 12 expatriates) and 130 to 170 contractors (up to 25 international).
Under Roger's leadership, Addax Petroleum Cameroon Companies increased operated production from 12,000 BOPD (end 2011) to a peak at 33,000 BOPD and reduced OPEX from $20/barrel to less than $10/barrel, while remaining self-financing with significant dividend redistribution to shareholders. As of Q4 2021, the company's 100% operated production was still delivering a stable plateau of 20,000 BOPD from Mokoko Abana (40% net APCC) and Iroko (70% net APCL) with an OPEX per barrel around $10.
Roger also served as OCM representative for RDR and Dissoni Associations, with 12,000 BOPD to 15,000 BOPD net APCC interest in partner's offshore concessions (RDR 24.5% + Dissoni 37.5%).
From 2012, Roger managed an average CAPEX of USD 150 million/year and total OPEX of USD 100 million/year, covering both Addax operated and non-operated programs.
In late 2019, he initiated negotiations with the State of Cameroon for a new PSC for Mokoko Abana production assets and coordinated PSC negotiations with PERENCO for the PSC Rio Del Rey asset. These PSCs were successfully implemented in 2022.
